Plan India organizes a National NGO Consultation to promote "Universal Birth Registration" for children in difficult circumstances
  1. 10 million children go unregistered every year
  2. 2 out of every 5 children remain unrecognized and therefore do not exist for government planning purposes

New Delhi, June 10th, 2009 – Advocating for birth registration as the first right of the child, Plan India, a child-centered development organization held a National NGO Consultation on "Reaching Children in Difficult Circumstances (CIDC) for Birth Registration". More than 30 NGOs from all across the country shared their experiences in the presence of Mr. Bhaskar Mishra, Deputy Registrar General of India and the representatives of Chief register from different states .The objective of the consultation was to share the findings, challenges for registration and certification in the states of Andhra Pradesh, Rajasthan, Karnataka, Mumbai and Delhi and develop an action plan in coordination with the respective state registration departments on promoting awareness and registering the births of the most marginalized children in the country.

A major hurdle in reaching Universal Birth Registration in India is the registration of Children in Difficult circumstances (CIDC) such as Street and working children, children born in difficult to reach areas, children from backward castes, children of the urban poor, refugee children, migratory, nomadic children are some of the groups of children that are still unable to access their basic right to an identity through their registration and issuance of a birth certificate. Millions of these children, without documentation are automatically made more vulnerable to the quiet discrimination and dangers that come from being "invisible." In India, an estimated 26 million births and about 8.3 million deaths take place every year. Together this makes up approximately 34 million vital events that have to be registered by the civil registration system. The current level of birth registration in the country is 68%. This means that approximately 9.5 million children (32%) go unregistered every year and only 27% under the age of 5 years have a birth certificate.
On the role of NGOs & Civil Society organizations in promoting Universal Birth Registration Mr. Bhaskar Mishra , Deputy Chief Register of India said " To reach the goal of 100 % registration there is a need to seriously tackle these areas of exclusion and disparity, which often leaves the poorest and most vulnerable children even more disadvantaged. Though the numbers in these groups may be smaller in comparison to the total number of unregistered children, the fact that they are already excluded and marginalized means the lack of a birth certificate puts them at even greater risk of discrimination, violence, abuse and exploitation.
Proof of age serves to make children less vulnerable to abuse and exploitation, for example, early marriages and child labour.
On the occasion, Ms Bhagyashri Dengle, Executive Director Plan India said, "Birth registration is vital for every child. Plan India has actively been pursuing the cause of birth registration and certification, and recognizes that registration services need to be strengthened to reach the most vulnerable children in rural/urban areas especially Children in Difficult Circumstances.
For our efforts to be successful, the support from the government and registration departments is crucial for the sustainable solutions. Current laws and regulations on birth registration need to be reviewed to ensure that Birth registration systems are inclusive, and information campaigns on birth registration must be designed to reach marginalized groups. Increased commitment and realization of the importance of birth registration as a tool to protect fundamental human right is needed among government decision and policy makers. They should ensure that sufficient attention and resources are allocated towards achieving birth registration for all.
Plan India launched its UBR campaign in 2006 in with an aim to achieve 100 % registration of births by 2010.
